Bent County and Colorado Springs Utilities announce proposed intergovernmental agreement for future water supply projects
Public hearing scheduled for July 12, 2022 

Las Animas, Colo. – A proposed intergovernmental agreement (IGA) between Bent County and Colorado Springs Utilities for future water supply will be considered by county commissioners at a public hearing on July 12, 2022 at 9 a.m. in the courtroom of the Bent County Courthouse.  

Staff from Bent County and Springs Utilities worked collaboratively for many months to arrive at the proposed IGA, which would replace the standard 1041 permitting process for the scope of development outlined in the agreement. Of importance to both parties, the IGA allows water to stay in agriculture and limits permanent dry-up of historically irrigated lands while maintaining economic vitality in Bent County and the Lower Arkansas Basin.  

Springs Utilities’ unique water sharing program emphasizes collaboration rather than competition for water. Future agreements processed under the IGA would emphasize water sharing mechanisms, such as 3-in-10-year leasing, and financial incentives for farmers to switch to more efficient irrigation techniques to free up water shares.  

The full IGA is available at https://www.bentcounty.net/. Public comments will be heard at the July 12 hearing or may be submitted in advance to Bent County attorney Sam Vigil at samuel@vigil-lawoffice.com. The commissioners will consider approval of the IGA at a subsequent meeting.
