COLORADO STATE PATROL PRESS CONFERENCE WRAP UP: Struck By on I-270

(Colo.) -  At approximately 3:45 a.m. on Saturday, July 22, 2023, the Colorado State Patrol (CSP) was working a property damage crash on Interstate 270,  Mile Post 1 in Adams County when a Jeep, coming at a high rate of speed, struck the side of a Colorado State Patrol cruiser. The driver, Ivan Hernandez, Date of Birth 11/20/2000, sustained minor injuries and was later transported to a local hospital for assessment. In addition, he was arrested for DUI. The patrol vehicle was unoccupied at the time of this second crash and no one else at the scene was injured. 

Then at 4:29 a.m., a third crash occurred. A driver, Cesar Ayala Manriquez, came upon the crash scene driving above the speed limit. He ran over multiple traffic cones in the right lane that were positioned to warn oncoming traffic of the crash scene ahead. He swerved away from the cones into the left lane avoiding the first crashed patrol vehicle and then came back into the right lane where he encountered a second patrol vehicle.

This second CSP vehicle was driven by Trooper Kevin Bagley, who parked the vehicle to cover a fellow trooper that was conducting a field sobriety test on the driver who hit the first patrol car. Trooper Bagley was standing outside of his vehicle on an elevated section of the roadway, with a metal barrier designed to keep vehicles from falling and crashing into the hillside and river/stream below. 

When the third crash occurred, Trooper Bagley was in the path his struck patrol vehicle. He quickly attempted to back away from the approaching patrol car and was forced over the metal safety rail. He fell over 30 feet, landing on the river bank below.

Trooper Bagley was transported to University hospital with serious, but non-life-threatening injuries. He was discharged on Sunday, July 23 and will begin his long recovery at home.

The driver, Cesar Ayala Manriquez, also sustained injuries and was transported to a separate local hospital for treatment. He has since been discharged, arrested and remains in custody in Adams County. He was booked on Vehicular Assault - DUI. Cesar Ayala Manriquez, was out on felony bond for DUI at the time of this incident.
