City of La Junta Prioritizes Safety with New Zero-Tolerance Disorderly Conduct Policy

To: All Staff, Citizens, and Visitors

From: Michael Hart, City Manager

Date: March 17, 2026

Subject: Zero Tolerance for Disruptive Behavior at City Hall

City Hall exists to conduct the public's business in a professional, orderly, and respectful environment. Recently, there have been multiple instances of disruptive and inappropriate behaviors and language within City Hall that do not reflect the standards expected in a professional municipal workplace. Employees must be able to perform their duties without being subjected to hostility, intimidation, or disruptive conduct.

Effective immediately, unruly, abusive, or disruptive behavior inside City facilities will not be tolerated. Any individual who engages in threatening, aggressive, or disorderly conduct toward City staff, elected officials, or other visitors may be asked to leave the premises immediately. If necessary, law enforcement will be contacted to restore order and ensure the safety of employees and visitors.

While City staff remain committed to treating all members of the public with professionalism and respect, no employee is expected to tolerate harassment, verbal abuse, intimidation, or threatening behaviors while performing their duties. If a situation escalates beyond respectful communication, staff should disengage and immediately notify a supervisor so the matter can be addressed appropriately.

City facilities must remain safe and professional workplaces for employees and welcoming spaces for residents conducting legitimate public business. Behavior that undermines this standard will be addressed swiftly and decisively.

Thank you for your attention and support on this matter.
