Dear Selection Committee:
On behalf of the Otero County Board of County Commissioners, we are pleased to offer our strong and enthusiastic support for Dr. Michael "Mike" Bartolo as a nominee for the Bob Appel "Friend of the Arkansas" Award.
Otero County lies at the heart of the Lower Arkansas River Basin, where agriculture, water stewardship, and community are inseparably connected. Few individuals have contributed more significantly to sustaining this balance than Dr. Bartolo. For decades, his work has directly strengthened the agricultural economy, protected vital water resources, and supported the farming families who define our region.
Dr. Bartolo's legacy is perhaps most widely recognized through his lifelong dedication to the Pueblo chile, an agricultural and cultural icon of the Arkansas Valley. Through more than thirty years of research and thoughtful seed selection at the Colorado State University Arkansas Valley Research Center in Rocky Ford, he helped develop what is now recognized as the modern Pueblo chile, known as the Mosco chile. His work reflects a deep respect for the relationship between land, water, and producer, and has had lasting economic and cultural benefits for communities throughout Otero County and the Arkansas Valley.
Beyond crop research, Dr. Bartolo has been a steadfast advocate for responsible water management across the Arkansas River Basin. His representation of Otero County as a director on the Southeastern Colorado Water Conservancy District Board, his long-standing participation in basin-wide planning efforts, and his engagement with water quality and resource protection initiatives demonstrate a clear understanding that agriculture's future depends on thoughtful, collaborative stewardship of limited water resources.
Dr. Bartolo has also been a reliable and trusted advisor to producers throughout Otero County and the Lower Arkansas Valley, translating research into practical, real-world solutions that protect soil health, water quality, and long-term agricultural sustainability. His role in helping establish the Pueblo Chile & Frijoles Festival, now welcoming well over 100,000 visitors annually, further demonstrates his commitment to celebrating and sustaining the cultural and economic fabric of our region.
Equally important is the character with which Dr. Bartolo has carried out his life's work. His humility, integrity, and dedication to service-both professionally and within his community- embody the spirit of stewardship and collaboration that the Bob Appel "Friend of the Arkansas" Award was created to honor.
For Otero County, Dr. Mike Bartolo represents the very best of the Arkansas River Basin: a lifelong commitment to agriculture, a deep respect for water as a shared and finite resource, and an unwavering belief in science-based, collaborative solutions. The Board of County Commissioners has directly relied on Dr. Bartolo's expertise in water quality and irrigated agriculture throughout the Arkansas Valley to inform county decision-making. His technical knowledge and practical understanding of local farming systems have been instrumental in assisting the Commissioners with the development and refinement of Otero County's land, water, and crop regulations, including the County's 10-41 regulations. Dr. Bartolo's guidance ensured these regulations were grounded in sound science, responsive to local agricultural conditions, and balanced in a way that protects water quality while allowing producers to remain productive and economically viable. We can think of no more deserving candidate for this honor.
We respectfully urge the Arkansas River Basin Water Forum to recognize Dr. Michael Bartolo with the Bob Appel "Friend of the Arkansas" Award.
