16th Judicial District Seeks Applicants for Victim and Witness Assistance Board Vacancies

Applications are now being accepted from residents of Bent, Otero, and Crowley Counties to fill two vacancies on the Victims and Witnesses Assistance and Law Enforcement Board for the Sixteenth Judicial District.  One vacancy will be designated for a resident of Crowley County. 

The vacancies will occur on November 1, 2026, when the terms of Gary Ashida and Debbie Rusher expire.  The person selected will serve a three-year term and would be eligible for reappointment to a second term.

The Victim and Witnesses and Law Enforcement Board was created in 1984 by the Colorado Legislature to provide services and materials for victims of crime and for law enforcement authorities.  The board meets quarterly on the 3rd Tuesday of the month to review financials and for an annual meeting, and annually in November to consider applications for grants to aid witnesses and law enforcement agencies in Bent, Crowley, and Otero Counties.  The board receives its funds through assessments made of defendants in all criminal cases.

The appointment for this vacancy will be made by the Hon. Samuel S. Vigil, Chief Judge for the Sixteenth Judicial District.
